How you will apply depends on which Provincial Nominee Program stream you’re applying to. You might need to apply using the non-Express Entry process, or through Express Entry.
As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.
Non-Express Entry process
In the non-Express Entry process:
you apply to the province or territory for nomination under a non-Express Entry stream.
you need to meet the eligibility requirements of the province that nominates you.
if you’re nominated, you apply for permanent residence online
you have to get a
medical exam and
police check (certificate)

On November 16, 2022, we switched to the 2021 version of the National Occupational Classification (NOC).
How to apply through the non-Express Entry process
Express Entry process:
In the online Express Entry process, there are 2 ways to apply:
You contact the province or territory and apply for a nomination under an Express Entry stream.
If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
OR
You create an Express Entry profile and show the provinces and territories you’re interested in.
If a province or territory sends a “notification of interest” to your account, you contact them directly.
You apply to their Express Entry stream.
If you’re nominated, the province or territory will send a nomination certificate to your account, and you accept it electronically.
National Occupational Classification 2021
On November 16, 2022, we switched to the 2021 version of the National Occupational Classification (NOC).
If you received an invitation to apply (ITA) through the Express Entry process before November 16, 2022, you must submit your Express Entry application for permanent residence using NOC 2016.
In both cases, you must
meet the eligibility requirements of the province or territory and
submit an Express Entry profile and show that you meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers.
If you are invited to apply, you submit an electronic application to IRCC.
How to apply through Express Entry
National Occupational Classification 2021
On November 16, 2022, we switched to the 2021 version of the National Occupational Classification (NOC).
What this means for you depends on your situation.
You received an invitation to apply (ITA) before November 16, 2022
You must submit your Express Entry application for permanent residence using the NOC 2016.
You didn’t receive an ITA before November 16, 2022
You must update your profile with your NOC 2021 code to remain eligible.
You received a nomination certificate on or after November 16, 2022
If your nomination certificate has a 4-digit NOC code, you must use NOC code 93888 in every NOC field of your Express Entry profile.
We’ll assess your application using the NOC 2016 code on your nomination certificate.
If your nomination certificate has a 5-digit NOC code, you must submit your Express Entry profile using your 5-digit NOC 2021 code.

The criteria by province and territory vary and can change without notice.
Under a shared jurisdiction between Ottawa and the provinces, Canada operates a two-tiered immigration system, offering programs for skilled workers, at both federal and provincial levels.
Through a network of Nominee Programs (PNP), almost all of Canada’s ten provinces and three territories can nominate skilled worker candidates for admission to Canada with the specific skills required by their local economies.
Successful candidates who receive a provincial or territorial nomination can then apply for Canadian permanent residence through federal immigration authorities. This is an important component of all provincial programs.
Many provinces also run their own categories under the Canada Express Entry System. As a result, the provinces have an increasing role in the selection of economic immigrants. Contact us for more information on submitting a provincial application.
